Board President:  Leslie T. Lynch  (Leslie M.T. Dillow M.D.)



Leslie graduated from Lewis & Clark College in Portland, Oregon.  She received her M.D. degree from the University of Oregon Health Sciences Center, completed a rotating internship at Emanuel Hospital in Portland and completed a 4 - year university residency program in OB-GYN at UOHSC.  She was in private practice in Portland until her retirement.

Animals and animal welfare issues have always been a major part of Leslie’s life.  In 2003 she involved the local shelter in a project to bring the Oregon Neutermobile to Prineville. After 3 months and 866 procedures, the need for low or no cost spay/neuter in the community had been demonstrated. Leslie and her husband, Greg, then established a permanent nonprofit clinic for spay/neuter and SNIP was born.  The local shelter, the Humane Society of the Ochocos (HSO), became “No-Kill” in Jan. 2006 thus achieving the first, major goal for SNIP.  HSO remains the only community-wide “No-Kill” shelter east of the Cascade Mountains.


Board Vice President: Gregory P. Lynch



Greg is a partner in the Miller Nash law firm.  He is a seasoned trial lawyer, admitted to practice before all Oregon courts, the U.S. District Court, the Ninth Circuit Court of Appeals, and the U.S. Supreme Court.  Greg’s practice focuses primarily on business and commercial litigation. He also represents clients in the drafting and negotiation of contracts, as well as other business law matters.   He is in demand as a mediator and arbitrator, and serves as a judge pro tempore in state court.  Greg is the current Chairman of the Animal Law Section of the Oregon State Bar.  He is a member of the Oregon Association of Defense Attorneys, the Oregon Association of Hospital Attorneys, the National Association of Health Care Attorneys, the National Association of Diocesan Attorneys and the Central Oregon Bar Association (vice president 1988, president 1989).  He has been a lawyer representative, Ninth Circuit Judicial Conference (2000-2003) and an instructor in the Oregon Trial Advocacy College.

Greg is also President of the Board of the Humane Society of the Ochocos.  He is a former executive committee member of the Campaign for Equal Justice, a former board of trustee member for Good Samaritan Hospital and Medical Center, Portland, Oregon and a former member of the Crook County Planning Commission.

Greg received his bachelor’s degree from the University of San Francisco and his law degree from Northwestern School of Law of Lewis & Clark College, where he was a teaching assistant in the Legal Writing Honors Program.

Board Member: Jeffery Hill


Jeffery Hill is an experienced business lawyer with an accounting and finance background in addition to law. Mr. Hill is licensed to practice in Oregon and is a member of the Oregon and Texas state bars. Mr. Hill has over 25 years of experience in all types of business and financial transactions, focusing primarily on business formation, acquisitions and divestitures, financing of all types (secured and unsecured), corporate law, contracts and real estate.  Mr. Hill has been in private practice with large multi-state law firms in Houston, Texas and Portland, Oregon, and smaller firms in Bend, Oregon.  He also has general counsel experience with an international energy services provider (pipeline services contractor), a national energy information services provider (data and technology) and a multi-state mortgage bank (secured real estate lending).
